On reply to the second Baragnash letter, I have the honor to inform you that any signature to the Barrage of your Thai Gou tickets is in accordance with Section II of Ordinance No 6 of 1874 and the Schedule thereto, and is to the following effect:
"I hereby certify that I have explained to the above-named emigrants the contract of passage ticket. The emigrants, male and female, who proceed by this vessel, will be examined by me with a view to ascertaining that they are free from any contract of service, and I shall not issue any Certificate until I am satisfied that there is no objection to their clearing the port.
I was satisfied that there was no proceeding or objection by the emigrants.
